Officers were called to the Food Bag at 77 Greenwood Ave. at 1:30 a.m. Jan. 1, police said.
They found the driver — identified as Matthew Mistal of 40 Linda Lane — who said he had "hit something on Payne Road" but did not report it, police said.
Police later determined that he had hit a guardrail. The blood on the vehicle was determined to be Mistal's, police said.
He also told officers that he had left his two young children at home alone while he went to Food Bag, police said.
Officers were able to locate the children and take them to a family member to be cared for, police said.
Mistal was arrested and charged with driving under the influence, risk of injury to a minor, illegal possession of a controlled substance and evading responsibility in a motor vehicle accident.
He was released on bond pending a court date later this month.
